The Fair Tax
The Fair Tax Repeals:
The individual Income Tax
The Alternative Minimum Tax
Corporate and business taxes
Capital Gains Tax
Social Security Tax
Medicare Tax (along with all other federal payroll taxes)
The self-employment tax
Estate Taxes
Gift Taxes
All of these are replaced with the FAIR TAX!
The FAIR TAX - Jobs – Stimulus – Recovery – Our Future
Congress is currently debating a jobs bill. The Senate version has a cost of $15 Billion; the House wants to spend even more. We do not need to spend billions of dollars on a jobs bill. We have a jobs bill; It is called THE FAIR TAX.
In early 2009 Congress passed what they called an economic stimulus bill. Now after billions of dollars being spent with little or no success, they are talking about another stimulus bill. We have a stimulus bill: It is called THE FAIR TAX.
Now more than ever we need to solidify our economic foundation. We need to increase our manufacturing industry and stabilize our agriculture industry. So far Congress has tried to throw money at the problem through bailouts and even taking over selected companies. We have a better way to create the solid economic foundation for generations to come: It is called THE FAIR TAX.
The FAIR TAX: The Key to Economic Stability and Growth.
The long term success of every economy is built on the foundation of wealth being created. The two industries that create wealth are Manufacturing and Agriculture. Because of our current tax laws, American Manufacturing is in decline. Companies are moving off shore to get away from an unfair and stifling tax burden that hinders the ability to compete in the world market.
The FAIR TAX would eliminate the embedded costs of the American tax code from the retail price, allowing corporations and businesses operating in the United States to sell their goods and services in a global marketplace with no tax component. This would immediately make America the world’s premier location for job creation. Companies would rush to our shores to build manufacturing facilities so that they could sell in a global economy with no hidden taxes inflating the prices.
With the FAIR TAX, with the American entrepreneurial spirit and the finest work force in the world, the United States will have the rock solid economic foundation for the 21st century.
The American Farmer feeds the world. No other country comes close to what our agriculture industry does. However, with the passing of each generation, too many farm families are forced to sell off sections of their land that they have owned for years to pay the inheritance tax. The FAIR TAX ends this death tax and allows these families keep their land and to continue to work their land keeping the United States and the rest of the world fed.
The creation of wealth, the foundation of our long term economic growth and success is all enhanced by the FAIR TAX.
And remember what this means to each and every American: no more individual income tax, Alternative Minimum Tax, corporate or business taxes, Capital Gains Tax, Social Security Tax, Medicare Tax, self-employment tax, Estate Taxes, or Gift Taxes. You bring home your entire paycheck- the FULL VALUE of your labor.

Press Release
Loganville, Georgia, February 26, 2010 - Walton County businessman, Tom Kirby, announced today that he is entering the Republican Primary for the United States House of Representatives for Georgia’s 7th District. Tom stated, “It is time to reform Government and return to the limits and powers that the Constitution clearly defines for our Government”. He believes that “politics as usual” needs to stop and that the growth of government is out of control and cannot be sustained.
The foundation of Tom’s campaign is his Contract with the People. This direct, plain-speaking document clearly states his views regarding the Constitutional and ethical role of government in the American people’s daily lives and pockets. In addition to the return to the limits and powers expressed in the Constitution, the Contract calls for a balanced budget and fiscal responsibility; something that every American household has to abide by.
Tom is clear and direct regarding his views on Government spending and the burden being placed on the American people. Tom prefers facts over finger-pointing. According to the Government’s own numbers, in the 15 fiscal years from 1994 to 2009, Federal spending increased by 140% from $1.4 trillion to $3.5 trillion. At the same time, the federal debt increased by 156% from $4.6 trillion to $11.8 trillion.
In the 12 years from 1994 to 2006, Federal spending increased by 82% from $1.4 trillion to $2.6 trillion while the Federal debt increased by 84% from $4.6 trillion to $8.5 trillion and the deficit increased by $48 billion. These actual facts and figures are clear. The issues with Government spending are not new to the current Congress and Administration nor are they entirely the result of the previous. He sites this as a blatant and tragic example of “politics as usual” that cannot continue.
His support of the Fair Tax is second to none. He believes that the Fair tax is not only fair for all Americans, but, will create the foundation for our economic success for the next 100 years as it encourages the return of industries that create wealth, manufacturing and agriculture. His lifelong personal and professional experience in both agriculture and manufacturing have confirmed that the key to long term stability in the job force is clearly routed in maintaining these key industries as the foundation of the domestic job base and economy. Tom considers the Fair tax, and these critical elements of the program, to be of the highest priority.

Contract With The People
The People of Georgia's 7th Congressional District
As a citizen of Georgia’s 7th Congressional District, I request the honor of representing you in the United States House of Representatives. In pursuit of this honor, I ask for your support during the 2010 election.
Our government needs strong leadership towards what President Abraham Lincoln called, “A Government Of the People, By the People and For the People”. I believe it is time to return government back to the People of the United States; and believe we can start right here in the great State of Georgia. I am committed to representing the people of the 7th Congressional District by being your voice in government, and insuring that voice is heard.
The 2010 elections will begin a historic period for our country. We the People have an opportunity to take action to put The United States of America back on the path envisioned by our Founding Fathers. As we set this action in place, let us remember the words of President John F. Kennedy, “Let us not seek the Republican answer or the Democratic answer, but the Right answer. Let us not seek to fix blame for the past. Let us accept our own responsibility for the future.” To return to the vision of our Founding Fathers, to seek the Right answer, we must first look to The Constitution of the United States. In this great document, our Founding Fathers clearly established the powers of Government and the limits that are imposed on government. This document brings clarity to and shall be the basis for my decisions while representing you.
Therefore when given the privilege of representing the People of Georgia’s 7th District, I PROMISE:
To Reform Government by working diligently to restore the powers and limits of government to those defined by The Constitution of the United States.
To implement The Fair Tax; to make taxes fair for all Americans, and create the foundation for our long term economic growth and success.
To bring Fiscal Responsibility by controlling the spending of your money. For it is NOT the governments’ money; It is the Peoples’ money.
To provide a Balanced Budget by requiring an expenditure review that insures the money spent brings value and a return on the People’s investment.
To insure National Security by clarifying the defense of our country and our Allies from those who seek to destroy us is the top priority.
To Secure our Borders by reinforcing actions designed to support that we are a Nation of laws and those who violate our laws will be treated accordingly.
To promote Energy Independence by removing barriers that curtail development of new clean renewable energy along with responsible use of our natural resources.
To live the vision of our Founding Fathers of “citizen legislators” by pushing for Term Limits and abiding by those limits even if not enacted into law.
To return Common Sense to Government.
To be Accessible to the People of the 7th District by maintaining contact and regular communication with the People of our District and returning home spending as much time as possible in the District with those I represent.
I herby Pledge my name to this Contract with The People of Georgia’s 7th Congressional District.
